Yes, they are 'barriers' to stop people piloting their gin palaces into the suction of the weir. Baots couldn't be dragged over the weir becasue of its design, but I would imagine that the flow of it would suck them against the thing and do some nasty damage. Although CwhatC has been over/under it in his time. Mad fool!
